The European Council has adopted the Packaging and Packaging Waste Regulation (PPWR), which will come into force starting in late 2025 or early 2026. The PPWR brings significant changes. What do these mean for your product packaging? Rob Engelman explains!

The Packaging and Packaging Waste Regulation (PPWR) is an updated packaging regulation designed to ensure that the same sustainable rules for packaging apply in all European Union countries. The PPWR replaces the old Packaging and Packaging Waste Directive (PPWD). “The European Commission has concluded that this system is not working well enough,” Rob explains. “Too much packaging is still being produced, not enough is being recycled and unnecessary space remains in many packages. The introduction of the PPWR turns a directive into a regulation. This has a big impact: your packaging must now comply with the same rules, regardless of which EU country you sell your product in.” What exactly are these rules?
The PPWR aims to drastically reduce the amount of packaging waste per inhabitant. By 2030 this has to be reduced by 5%, by 2035 by 10% and by 2040 even by 15%, compared to 2018. Rob: “For you as an entrepreneur, this means that you have to take a critical look at your current packaging. Which ones are really needed and how can you cleverly minimize the use of materials?” The space taken up by packaging will also be more strictly regulated. Starting in 2030, shipping boxes may contain a maximum of 50% empty space. “This requires a more compact and efficient design,” says Rob. “A stand-up pouch (pouch) offers a solution: this type of packaging saves space as well as material. For example, we offer stand-up pouches made of mono material PE or PP, packaging that consists of only one raw material.”
In addition to saving space and minimizing materials, the PPWR requires that all packaging be fully recyclable from 2030. It also mandates a minimum percentage of recycled material for plastic packaging, ranging from 10% to 35%, depending on the type of packaging. The PPWR also encourages the reuse of packaging: by 2040 the proportion must reach 90% in some cases. Rob: “These requirements call for packaging solutions that are suitable for multiple use as well as easy to recycle. A smart choice is a pouch made of mono material PE or PP, which is fully recyclable and can be efficiently processed after use.”
The PPWR brings with it stringent requirements, but don’t let that discourage you, Rob stresses. “If you take action now, you will not only be prepared for the new legislation, but also strengthen your market position.” According to Rob, meeting sustainable packaging standards offers a significant competitive advantage. “Consumers increasingly value companies that take responsibility and consciously manage their environmental impact. Packaging such as a stand-up pouch made from mono material shows that your company is ready for the future.”
Due to their light weight, these pouches save on transportation costs and take up less space. More efficient and durable than glass or rigid plastic containers.
They provide optimal protection against moisture, oxygen and light, which extends the shelf life of your product.
Mono-material pouches can be transparent, allowing consumers to see the contents. They are also excellent for printing with high-quality designs and texts. In addition, they stand on their own and are resealable, which increases convenience.
