What is the PPWR legislation?

The PPWR (Packaging and Packaging Waste Regulation) is a revised packaging regulation designed to ensure consistent sustainable packaging rules across all European Union countries. The PPWR replaces the old Packaging and Packaging Waste Directive (PPWD). “The European Commission has concluded that the current system isn’t effective enough,” Rob explains. “Too many packages are still being produced, recycling efforts are insufficient, and many packages contain unnecessary empty space. By introducing the PPWR, a directive becomes a regulation, which has a much greater impact: your packaging must now comply with the same rules, regardless of the EU country in which your product is sold.” What Are These Rules?

Reducing excess packaging and materials

The PPWR aims to drastically reduce the amount of packaging waste per capita. By 2030, it should decrease by 5%, by 2035 by 10%, and by 2040 by 15%, compared to 2018 levels. Rob: “For you as an entrepreneur, this means taking a critical look at your current packaging. Which ones are truly necessary, and how can you smartly minimize the use of materials?” The amount of empty space in packaging is also strictly regulated. Starting in 2030, shipping boxes may contain no more than 50% empty space. “This requires a more compact and efficient design,” says Rob. “A pouch is an excellent solution: this type of packaging saves both space and material. For instance, we offer mono-material PE or PP pouches, packaging made from a single raw material.”

More recyclable and reusable packaging

In addition to saving space and minimizing materials, the PPWR requires all packaging to be fully recyclable by 2030. Furthermore, a minimum percentage of recycled content will be mandatory for plastic packaging, ranging from 10% to 35%, depending on the type of packaging. The PPWR also encourages reusable packaging: by 2040, the share of reusable packaging must rise to as much as 90% in some cases. Rob: “These requirements call for packaging solutions suitable for multiple uses and easy recycling. A smart choice is a mono-material PE or PP pouch, which is fully recyclable and can be efficiently processed after use.”

Why invest in new packaging now?

The PPWR introduces strict requirements, but don’t let that discourage you, Rob emphasizes. “Taking action now not only prepares you for the new legislation but also strengthens your market position.” According to Rob, meeting sustainable packaging standards offers a significant competitive advantage. “Consumers increasingly value companies that take responsibility and actively reduce their environmental impact. A pouch made of mono-material shows that your company is ready for the future.”
